What is a Permit to Work?
A permit to work is a formal system used to control high-risk activities. A permit to work may be required for work activities such as work at height, energized installation work and work with hazardous materials. The permit system is used to ensure that adequate controls are in place to protect workers from the high-risk activity.
Completing a Permit to Work
When completing a permit to work an assessment should be undertaken by a manager, supervisor or other authorized person. All relevant information must be made available to the permit authorizer when completing a permit to work. A permit to work must comply with the following before permitted work can commence:
- All details on the permit that are relevant to the task are completed.
- The associated documentation (drawings, JHA, SWMS, checklists, etc) are attached for review by the permit authorizer.
- The contents of a permit, specifically the permit conditions must be communicated by the permit holder to the work crew to enable consultation and feedback.
- The permit holder must always ensure that the work crew fully understands the work scope and conditions and then sign onto the permit to confirm this.
- Once the conditions of a permit are agreed to, the permit holder needs to sign the permit and shall become the responsible person for supervising the permitted work task.
Working Under a Permit to Work
- The permit holder needs to monitor the permitted work in accordance with the scope and agreed control measures with the understanding that should any conditions change or any unexpected hazards or risks be identified that work must be stopped and re-assessed.
- Any changes that affect the validity of a permit to work should result in the immediate cancelation of the current permit. A new permit to work should be issued for the work in this circumstance.
- If a permit to work requires transfer from one permit holder to another, all required signatures on the transferring the permit section need to be completed.
- Permit authorizers must ensure by inspection that all works associated with the permit to work management system have been completed correctly and that the work area has been reinstated to safe operations once the work outlined in the permit has been completed.
